Trump called Putin, and within minutes the Treasury Department suspended sanctions on Russian diesel. Washington promised lower prices at the pump. Experts say it won't work. A Republican senator says it may break federal law. And Brent is above $104 anyway.

Monday. After a weekend phone call Trump described as "extremely productive," the White House announced Russia will send 4 million-plus tons of diesel to world markets — and Treasury immediately issued a blanket sanctions waiver through April 2027\. The problem: analysts say the deal won't lower American fuel prices, Russian refineries are still damaged from Ukrainian drone strikes, and Senator Thom Tillis said on Meet the Press that it may violate the Graham sanctions law Trump signed last month. Meanwhile, a Houthi missile killed an American at the Riyadh airport, oil swung from $100 to $106 in a single morning, and bond markets are closed. Here's everything.

Trump called Putin, waived the sanctions, and promised cheaper diesel. Experts say Americans will barely notice it at the pump — and a Republican senator says the deal may break federal law.

October 12, 2026 · Economy / Politics

On Friday, after a phone call he described as "extremely productive," President Trump announced a deal with Vladimir Putin: Russia would immediately ship more than 300,000 metric tons of diesel to world markets, followed by 500,000 tons in November, then a million, and eventually up to 3 million tons per month depending on the condition of Russian refineries — more than 4 million tons in total, roughly 29 million barrels. Within minutes of the call ending, the Treasury Department issued General License No. 135, suspending sanctions on Russian diesel exports through April 2027.

The political context was unmistakable. With 22 days until Election Day and diesel prices still elevated, the administration has been searching for any lever that might lower fuel costs before November 3\. Secretary Bessent defended the deal as a necessary response to record diesel prices. But the mechanics of the global diesel market don't easily accommodate the politics. The United States produces its own diesel with room to spare, exporting roughly 1.5 million barrels per day. The shortage is global, not domestic — and the Russian supply would go to world markets, not directly to American truck stops.

"

This deal may be in direct violation of the law the president himself signed last month. Congress does not waive its own statutes by executive order.

— Senator Thom Tillis (R-NC), Meet the Press, October 11, 2026

The legal question matters for more than political reasons. Last month, Trump signed the Graham sanctions legislation, which tightened restrictions on Russian energy exports and included provisions specifically limiting the executive branch's ability to waive them without Congressional notification. Senator Tillis, appearing Sunday on Meet the Press, said the Treasury license appeared to run directly counter to the statutory text. The White House had not responded to the challenge by Monday morning.

The energy arithmetic doesn't help the deal's case. Russia's own export ban on diesel — imposed by domestic producers and running through October 31 — remains in place, separate from U.S. sanctions. And the refineries that would need to produce the promised volumes have been damaged by months of Ukrainian drone strikes; independent analysts cited by Forbes and NPR said the infrastructure simply cannot produce the quantities promised on the timeline the White House described. Separately, a OFAC license covering Lukoil's overseas asset sales expires October 22, and without renewal those multi-billion-dollar transactions halt — a parallel track that analysts noted was suspiciously well-timed alongside the diesel deal, though the White House made no connection official.

For the American household watching the fuel gauge and the calendar, the honest answer from independent economists is blunt: this deal will not move the needle at the pump before November 3\. The White House's own promise is narrower than the headlines — relief for long-haul truckers and farmers, eventually, if the volumes materialize. Markets registered that gap on Monday morning: Brent opened above $106 on Houthi strike news before pulling back on Trump's Sunday "energy ceasefire" announcement, then swung again when Ukraine said Russia had already violated it overnight. Oil is volatile and uncertain. That is the accurate summary of where things stand.

Houthi missile strikes Riyadh airport — one American killed, 300+ wounded, flights suspended

A rocket hit King Khalid International Airport on Saturday, killing 12 immediately including a U.S. citizen — confirmed by Secretary Rubio — and wounding more than 300\. A second strike Sunday killed a Pakistani national and wounded 11 more. The airport suspended operations. Trump called the attacks "horrible" and did not rule out U.S. military participation in Saudi operations against the Houthis: "We could. We'll see. We move very quickly." The Saudi-led coalition called it "a full war crime" and pledged a forceful response. There are no military targets at the airport.

Trump declares "energy ceasefire" in Ukraine war — Zelensky says it's news to him, Russia hits Kharkiv overnight

Sunday on Truth Social: "There is now an ENERGY CEASEFIRE in the Russia Ukraine War. Both sides have agreed." Zelensky told Axios: "It's news for me." Moscow offered no comment. Hours later Ukraine reported Russian strikes on energy infrastructure near Kharkiv and accused Russia of immediate violation. A month ago Trump made a similar declaration; strikes continued then too. Zelensky has said Ukraine will stop hitting Russian refineries only if Russia stops attacking Ukrainian power facilities.

Trump says Ukraine needs a new president — Zelensky offers elections in exchange for a 60-day ceasefire

Saturday, responding to criticism of the diesel deal, Trump said Zelensky "ought to stop" hitting Russian refineries and that "Ukraine should get a new president." Sunday on ABC This Week Zelensky replied that Ukraine would hold elections if Russia agrees to a 60-day ceasefire. The exchange drew sharp responses from allies: Canada's Carney reaffirmed support for Ukraine, von der Leyen called for a "genuine energy ceasefire," Macron echoed. Criticism also came from within the GOP — a rare alignment.

Why analysts say the Russian diesel deal won't lower what you pay at the pump

The U.S. is a diesel exporter, not an importer — the shortage is global. Russian refineries damaged by drone strikes can't quickly produce the promised volumes. Russia's own domestic export ban runs through October 31 regardless of sanctions. Goldman Sachs cut its December Brent forecast to $90 — below current levels — suggesting supply pressure does ease eventually, but well after Election Day. Analysts note the OFAC license for Lukoil's overseas asset sales expires October 22 as a separate track running in parallel. The White House's stated goal is narrower: eventual relief for truckers and farmers, not near-term relief at retail.

Hurricane Isaias: four dead, up to 900,000 without power — Gulf production coming back slowly

Isaias made landfall near Destin, Florida late Friday as a Category 2 with gusts above 100 mph and a six-foot storm surge. Four dead: two in Escambia County, Florida — a woman killed by a fallen tree and a man found in a garage with a running generator — and two in Alabama. About 390,000 customers still without power as of Sunday morning. Gulf oil production was shut in at 63% at the peak; operators are returning personnel and inspecting facilities this week. Flood and tornado threat has shifted inland across the Southeast.
